The Housing Authority of the County of Riverside is a public agency chartered by the State of California to administer the development, rehabilitation or financing of affordable housing programs. The primary mission of the Housing Authority is to provide affordable decent, safe and sanitary housing opportunities to low and moderate income families including elderly and handicapped persons, while supporting programs to foster economic self-sufficiency. The Housing Authority has been serving Riverside County for over 60 years.

Public Comment Period Opened for 5-Year Agency Plan and Administrative Plan Updates
HACR has officially opened the Public Comment and Review period for the 5-Year Agency Plan, Statement of Policies, Administrative Plan, Homeownership Plan, and Capital Fund Program Five Year Action Plan. These documents establish the key goals and objectives that the agency will undertake during the next five year period as well as the policies and procedures which govern our various programs. These documents are available electronically using the links below or in print version at our office locations. The comment period will officially close on Tuesday, March 16th with a Public Hearing before the Board of Commissioners which will be held at 1:30 pm in the meeting room of the Board of Supervisors located at Riverside County Administrative Center, 4080 Lemon Street, First Floor, Riverside, California. HOMES FOR SALE
The Housing Authority of the County of Riverside (HACR) has partnered with other agencies to help families purchase homes in Riverside County through the Neighborhood Stabilization Program (NSP). These homes were foreclosed homes that were purchased at a required minimum discount, rehabilitated to meet Housing Quality Standards, and are now available for sale to qualified first-time homebuyers.
Homebuyer Qualifications:
The Housing Authority of the County of Riverside (HACR) is partnering with other agencies to help families purchase homes in Riverside County through the Neighborhood Stabilization Program (NSP). We will soon have homes available for sale within the NSP Target Areas. The homebuyer qualifications are:
- Must be a first-time homebuyer
- Must have low – moderate income
- Must qualify for a loan through a primary lender
- Must attend a 8 hour HUD certified homebuyer counseling session.

Homelessness Prevention and Rapid Re-Housing
Are you currently homeless or facing homelessness in the next two weeks? The Housing Authority is now offering a new program for households who are facing a temporary housing crisis due to a decrease in income. The Homeless Prevention and Rapid Re-housing Program (HPRP) is available to low-income households (50% or below the Area Median Income--AMI) who have the ability to be self-sufficient in a very short period of time.
